Boots of Mobility passive disabled by collecting souls (Thresh)

When playing thresh, if you collect souls, the passive bonus move speed on thresh is placed on cd. Not sure if this is intentional as the description for mobi boots says that the cooldown will proc "when in combat". And I'm not sure if collecting souls is supposed to count as combat...
