Ekko Q bug [GAMEPLAY]

Sometimes when i Q 2 times in a row very fast the second Q just goes through the minions/monsters (maybe champions too) without damaging them. To me this has only happened when i was at 45% cooldown reduction. My theory is that if you throw the second Q within 4 seconds it won't damage anything. Another one is that. Just some more information is that I was using the Stormraider's Surge masterie so maybe that was affecting it somehow
