League Taking forever to launch after a new patch!

So after every new patch that comes out the Terms and Agreement pops up, WELL! my biggest problem is that first they TAKE FOREVER TO POP UP! and at that Ill get the first one BUT not the second one, and at some very rare times ill get the 2nd one, and of course accept them both. Then my launcher just sits there with a grey accept button, there has been only a few times that if I let it sit there long enough it'll FINALLY switch over to the login screen. This only happens after a new patch, and those rare times that the login finally pops up, I have no more problem with it till the next patch comes out :(. I've tried EVERY THING, deleting the manifest files, running in compatibility mode, reinstalling the game, ETC. I am seriously at a loss here, I JUST WANT TO PLAY :( if anyone can PLEASE help out!
