During Gameplay life steal not happening with Doran's Blade

Playing as Garen with one quint of life steal and a Doran's Blade start is not providing life steal on auto-attack or Decisive Strike (Q) as expected. After I based and purchased Vampiric Scepter I started to see life steal working again.

Is this by design?
