Playing as Garen with one quint of life steal and a Doran's Blade start is not providing life steal on auto-attack or Decisive Strike (Q) as expected. After I based and purchased Vampiric Scepter I started to see life steal working again.
Is this by design?

Tieria Erde1 votesIt appears the healing is occurring as the health bar does increase...there is no visualization of this and therefore no confirmation for the amount of healing. Still wondering if this is by design as it still seems broken to me.
