I bought RP before the emergency maintenance started, NA went down immediately afterwards and upon logging in after maintenance my RP balance is the same as it was before I purchased the RP. I got the confirmation email so I'm not sure what's up.

Do not believe the boards will help you there bud, I feel your pain. You should contact support -> billing and send a copy of the confirmation.
I've been having trouble redeeming RP from a prepaid card today, I think the problems earlier compromised the store's servers too.
