I have watched at least 2 games and am watching a live one currently, while being logged in, and I have not yet received my mission. Someone sitting right next to me got it 15 minutes into the match and I've been watching them the full hour. Come on Riot...

Did you make sure your account was properly set up for receiving rewards? I thought mine was but I had to opt in again before it worked
