Statikk shiv gameplay bug

I just finished a game playing as MIss Fortune where I purchased zeal, then jumped straight to statikk shiv. The passive did not activate, but instead the passive for Kircheis Shard activated. I tested attacking both minions and enemy champs and it was still not activating the statikk shiv passive. I tried to sell the item and repurchase, but still left me with Kircheis Shard passive.
