Can't Move Champion But can click and see things happening

Basically what happens is randomly my character will just stop moving... everything is fine, Ping and FPS are stable can see everything moving and happening can even click and type but my clicks just arent being registered. I found a video on youtube that shows exactly what its doing. Its been doing this now for the past 2 weeks. So im assuming this came from the new patch. The video is some random video its old but it's depicting whats happening. (That flickering isnt happening tho.)

That's nothin but good ol' packet loss. It can happen where the packets are being lost going out, but not coming in. So you still download just fine, just can't upload. But because you can download, you can see everyone else moving around just fine. But beause you can't upload, the server isn't receiving any of your input. I imagine your allies also couldn't hear you chatting. I bet they didn't respond to your chat, at least not until after you got unstuck, at which point they maybe recieved all of your chat messages all at once like a big burst of spam talk from you.

whats the fix?
