Can't Move Champion But can click and see things happening

Basically what happens is randomly my character will just stop moving... everything is fine, Ping and FPS are stable can see everything moving and happening can even click and type but my clicks just arent being registered. I found a video on youtube that shows exactly what its doing. Its been doing this now for the past 2 weeks. So im assuming this came from the new patch. The video is some random video its old but it's depicting whats happening. (That flickering isnt happening tho.)
