Frostfang/spellthief with complete quest bug [Gameplay]

If you have completed the quest for spellthief/frostfang you can kill minions without setting the 6 second cooldown timer. The item still says it gives the cooldown so I'm assuming it is a bug.

I've done it on a couple different champs so it has to be an item issue.
