DreadNova GankGlank Skin Issue / Fps drop

So i realized that every time i play gangplank with the skin my fps is like i am playing on a nintendo but when i play any other champ i have okey fps after the skin was released i started having fps issues with the game aswell

my system is : Cpu:Amd A10 5800k Gpu:Radeon R9 270X Ram:8 gb
