Club Tag is available with 5 invites, not 5 members

I just created a club and I was able to create a club tag (which shows in game) after inviting 5 people, not after 5 people joining my club. I believe it is intended to allow the tag creation after 5 people join the club.

I got that too, but I created one with no members and no invites. Just a lonely little party of me
