[Gameplay] Heal and shield power doesn't work on Janna

On , heal and shield power doesn't increase her heals and shields. Final heal and shield power is max lvl + ap scaling without items heal and shield power buffs. Rune Revitalize works! It doesn't matter how much heal and shield power buffs you got, it won't count at all. Bug exists on both basic and star guardina skin in all of my games since the newest patch.
