[CLIENT] Skin is selected pre-queue but doesn't show in game

I've experienced this issue a few times and thought maybe it was just me and didn't think much of it until recently when I saw other players mentioning the same thing in game (particularly now with the new skins people want to try out right away). I'm 100% sure I have a skin selected each time I queue up in team-builder but on some occasions when I get into game I'm running the default skin and I don't know why.

1. Enter team-builder solo or create a team.
2. Select a champion.
3. When the skin select comes up simply hit continue because the skin I want to use is already selected from a previous game/day.
4. Proceed finding a team.
5. Enter game and find you don't have a skin.

I'd say so far it happens in maybe 30% of my games. I believe step 3 may be the key. Maybe if I selected a different skin and re-selected the skin I want it will provide the skin for sure.
