EXP Runes don't work

The EXP runes for 2% boosted EXP don't give you extra EXP. I played a game where my friend was getting 59 EXP on melee minions and I was getting the same. I know that a 6% boost should give me about 62 EXP compared to 59. Either refund all the EXP runes or fix this bug.
