[Gameplay] Lucian, Cancelling the Culling

Lucian's ultimate, The Culling, has the following line in it's description, "The Culling can be reactivated to end its effects immediately."

Bug: The culling cannot be cancelled immediately.

Expectation: I start the culling right after an auto-attack and cancel it immediately to increase DPS on the nexus.

In-game: I stand around shooting my ult for a second or two while spamming R, unable to hit the nexus.

I think Riot added that Intentionally, to stop people from accidentally canceling it right after they cast it.

The same thing happened in an LCS game where a Lucian tried to backdoor and used culling to proc his passive but coudln't cancel it so he didnt' finsih the nexus and it cost them the game (it was a TSM vs DIG game last year I think). The casters said it was not a bug if I recall correctly.
