Chat is cut off and can't be fixed

The Beginning of chat is cut off, I've tried adjusting the resolution and playing the chat settings. Nothing works, restarted computer, messed with my monitor settings, still nothing.

Hold Z and click/Hold the top of chat and move it around to fix it. That happens when its accidentally moved.

Physically click and drag the chat box back up. Press Enter to focus it so that it can be clicked on.
