Lulu 6.13 "Q" casting speed shadow nerf

This is not a joke. Her Q has been majorly messed up in this patch. It now has a .9 sec casting time that never existed before, and can visibly be seen when casting (often times with an actual casting time bar that never existed and proves she's been tampered with). Shame on RIOT, there is no excuse for shadow nerfs. Please fix this now, and give apologies to the community. Even a blind dog can see it. Messing around in a champions code should not condone tweaking things (aka, ruining things) while you're doing it.
