you were probably got a ban or somethin
Anyone who received a punishment recently will be ineligible to receive the hextech rewards. You can lift this restriction by playing for a period of time without being punished, thus being "reformed" in the eyes of the system. Unfortunately, there is currently no way of knowing how long this period of time is, as it's not a fixed amount of time, it will differ from player to player.
