Game play freezing all maps

When I start up the game everything is fine. After the latest patch I got more bug splats than I've ever gotten in the year I've been playing league. I send the reports hoping it will help in the long run but when I get into game anytime I move my mouse the game will freeze for me. When my mouse stops moving it ill drop to about 10 FPS then go back up to 60 and repeat. I tested this on every map and it does the same thing. If i continuously move my mouse i can freeze the whole game. I have messed with all the settings and nothing. Help please. I wanna rank soon but can't with this.
