Are you playing on the Rift?

What game mode are you playing? You cannot earn mastery tokens on ARAM, TT, or any of the rotating game modes. You can only earn them on normal and ranked SR matches.

I am having the same problem. Only playing summoners' rift. I would have level seven on multiple champs but I haven't been getting anything for a while. Would love some help with this please.
