border around game

when i tab out of the client, the screen usually goes black for a second. this is fine. but yesterday it took a solid 60 seconds to go to the client. I can get over this too. However, when I got back into the client, there was a border, with "League of legends client" at the top. It hasn't gone away, even when I start a new game.

Is there any way to fix this?
