[Gameplay] Relic shield and it's upgraded build paths don't properly display the cd on buff bar

Relic Shield, Targon's Brace, and Face of the Mountain ( I haven't personally tried Eye of the Equinox) do not properly display the cooldown timer at 0 stacks. When you don't have a charge, these items are supposed to show a clock type cooldown timer (similar to ability cooldowns without the seconds) in your buffs, but it just shows that you have the item. When you have 1 or more stacks, it properly displays the timer. I have replicated this every time on Thresh and Braum, I haven't tried other champions, but I would assume it is the same for all champs.
