Vel'koz ultimate does no damage

I was in game as vel'koz against another vel'koz. This is important because he didn't seem to have the problem. The problem was that whenever I ulted, It would do no damage until someone else on the team attacked the person I ulted or after a second of no damage. However, the other vel'koz's ultimate worked just fine. Anyone else having this problem?
