I suspect that they are accounts that are being farmed for smurfs. they dont talk, they swap lanes regularly and they are ruining games.

It is worse than I thought, there are dozens that I have found that all run ghost flash and lock in free rotation champs and then do just enough to not count as afk or intentionally feeding. they all have an english name with a string of capitalized and lowercase letters at the beginning or end of their names.
