It’s a bug lol. It’s not intended.

But that's how mechanics like animation canceling make their way into the game. They start out as bugs, but if they're difficult to fix and champion mains get accustomed to abusing them, then they get excused as 'skill expression'. Looking glitchy and seeming unfair hasn't stopped unintentional mechanics before. So the main question is how hard is this bug is to fix and how abusable is it? = P

Edit: Almost forgot the other factor, how popular the champion is. If it's an unpopular enough champion, Riot will disable them for a while as they rip apart the kit and delete the hard-to-fix mechanics before taping the champion back together and leaving it dumpstered. Or, they'll just ignore the bug, but dumpster the champion so that their play rate is so low that the bug is hardly ever encountered in games even though it still exists. If they're a popular champion with profitable skins, then the dumpster solution isn't an option though.
