Gameplay - Ziggs Odyssey Skin - Passive (Short Fuse) not synced with Tool Tip

I just finished a match on Twisted Tree Line using the new Ziggs odyssey skin, during the match i noticed his passive (Short Fuse) was not syncing properly between his character animation showing that he actually has it available, and the tooltip. It was roughly 2-3 seconds out of sync almost everytime i spammed spells to apply the CD Reduction to get his passive faster.

The passive Icon, and ToolTip display show that ShortFuse is available to AA with, but the Bomb in Ziggs hands takes about 2-3 seconds longer to start glowing green so you can actually use it.

Trying to use the passive before the bomb starts glowing results in Ziggs just doing a normal AA.

I have not tested/Noticed this on ARAM, SR, or Odyssey Extraction yet.
