Teemo homeguards issue

I've noticed over the past year+ of gameplay that whenever I get the homeguard upgrade on teemo's boots (any type of boots) that roughly 1/2 to 3/4 of the time I do not get the homeguard speed boost at the platform. Can you look into a fix for this Riot? It seems to happen with all of Teemo's skins, if that makes any difference.
