A bug about cool down Runes

I bought 3 cool down Runes=redunce 15% cool down. In game it still showed 0% cool down, I counted the cool down time of skills still were normal. It was mean 3 cool down runes were not working

Sounds like you bought quints. Those are per level. So level 1 you get .84% cool down. Which I believe rounds up in the stats display to 1%.
