A bug about cool down Runes

I bought 3 cool down Runes=redunce 15% cool down. In game it still showed 0% cool down, I counted the cool down time of skills still were normal. It was mean 3 cool down runes were not working

Sounds like you bought quints. Those are per level. So level 1 you get .84% cool down. Which I believe rounds up in the stats display to 1%.

Okay, that's -5% time dead, not cool down reduction.. All those runes do is reduce the amount of time you take to respawn when you die, they don't give cool down reduction to any of your abilities at all.
