[GAMEPLAY] Lucian Culling Not Dealing 400% to Minions.

Lucian's ultimate is doing normal damage (100%) to minions. This has currently happened 100% of the time when ulting minion waves as Lucian since patch 5.23. This happens on Summoner's Rift (all other maps untested).
