Friend Request Bug

Hello Summoners,

Ill keep it short. I got a friend of mine into Lol and we wanted to play together. After sending him a friend requests he said he didnt get any so after multiple times of checking my spelling I got frustrated. So why is it I cant add him?

To mention: I am lvl 106 he is lvl 4 both eu west. He didnt play any matches(exept the tutorial).
