I was playing a match as ahri and noticed that her heal was not increasing with the ap ratio, only the champion level

Can confirm. Seems to be working level 1, with runes and a doran's ring but breaks level 2 and sets the ap ratio to +0.

Had the exact same problem after trying her in a bot match. At least I'm not the only one.
