Incomplete rune selection ends champion selection

Now i was changing my rune during champion selection and time for selection become 0 , i was given penalty of leaving champion selection but i don't , and have a suggestion when that happens, game should automatically took primary rune as chosen one, but not ending champion selection and give penalty that's not right.
