HEXTECH CHESTS

So, a small introduction: im a seasoned veteran with what 5-6 years playing the game (pretty much few days after release) own all champs, couldnt buy all runes cuz F that too expensive. anyway back on track i dont know if its a bug or not but is it normal to get so many champions from hextech chests ? 2 out of 10 boxes i open are skins maybe 3/10 but doesnt change the fact i already have all the champs shouldnt the hextech have like a coding so it doesnt give you champs so often i mean we get no blue essence anymore but if you play like 4 games a day you can level up every other day and get the champion capsule i know it doesnt really help new players and maybe riot did it to not go to bankrupt from someone getting all the skins but if i compare myself to other friends it seems a little bit unfair, i know it seems like a complain, it might be a complain more than a bug but hey, so buster opens boxes little bit less often than me he gets a 7/10 spree on skins haha he has gotten so many legendary and ultimate skins which is amazing not jelly cuz i dont want all the op skins only the ones i like, on the other side i open mine and what i get like 8 5 7 and so on i have ~120 champion shards in my loot tab and my best quantity of skins has been 5, 3 which were 975 and the other 2 above even if i have that many champ shards like 60% have been from hextech i dont know if its normal but i would like to at least have the feeling im actually getting a reward when i open the box even if its a 390rp skin i could feel i actually got something from it anyway this ended up looking like a rant sorry. any answer that can come from riot if could answer would love it please and thank you for reading anybody else with a similar problem ?
