[GAMEPLAY] Unable to mark new targets after killing your mark. ( Kindred )

I've been playing Kindred and I've noticed that I sometimes can't mark new champions after i kill them. Say, for example, they have Graves and Sivir. I mark Sivir, then I kill her. Then I leave combat and the menu pops up to mark a new champion. The icon for Graves will be there, but i can't click it.

Sometimes it will work after i go back, and sometimes it will take a couple of minutes. I don't know if this is itended or if it's a bug. If it isn't is there any system as to how frequently i can mark a new champion?

Kindreds Passive has a cooldown. You can't mark the same champ for 4 minutes if I recall (So if you mark and kill Sivir you can't RE mark Sivir for 4 minutes AFTER the kill.) and it takes 80 seconds for you to mark again at all (If you mark and kill Sivir once your mark pops you can't mark Graves, your passive icon will have a cooldown timer as well, but the cooldown starts once you mark someone. So if you mark Sivir and 80 seconds pass you can mark Graves right away if I am correct.)
