Trouble loading into the actual game

So today I was on a hiatus from league but decided to go back into it, so I go in and play my first game and it runs smoothly. The second game I get into a group with my friend for duo ranked queue. We get into the lading screen to show everyone the teams and which side they spawn... but my friend (MR209E2s2) and I (FlexChagalaga) keep getting disconnected for no reason. I eventually load into the game after the matter of 10 minutes of frustration and confusion, but my friend does not. He looks up that Riot's servers were experiencing a power outage and I wanted to make sure if this was true, because if not, I have a clue to someone who may have been lag switching my friend and I. If the servers were fine, then here is that Summoner's name that I suspected of lag switching: Widdowrapier77. If there was a possibility that the servers were fine, please report this summoner.

I also had tried opening other tabs, going onto youtube, chatting on discord, and it all worked perfectly fine.
