i was using kat and when i get lvl 11 my Q and R doesn't work anymore.. even i relog etc. i think this is a bug. please riot fix this thanks

I just made a post about the Q, R, B buttons dying at around 30-45 minute marker. It seems if Kat doesn't win the game in the first 10 levels or first half hour, there's a penalty. Still getting more information on it. Trying to make my post as FULL as possible.
