Stop giving "Fill" advantage in the new queue

If I pick Jungle as primary and fill as secondary, I shouldn't be a random role. I don't care what you give me if it's not jungle, but the fact that fill takes priority over my original pick is just stupid, atleast with the previous queue I had like a 40-60% chance to get the role I wanted. Now it's more like 20%. If I wanted to play random roles, I'd have put fill in primary

The fact I have to put a role I barely ever play (mid) as secondary, just to have more chance of getting my main role is stupid.
