[CLIENT] Level ups are not represented in rune and mastery pages

1. Level up.
2. Notice notification symbol from "Collection" tab.
3. Go to rune pages.
4. New slot is still locked. 4a. Slot is unlocked on client restart.
5. Go to mastery pages.
6. No new points available. 6a. New point is available in champion select. Point is also available on client restart.

This is on the new client (I still use the same shortcut from when it was the alpha).
