Azir with devourer.

I think Azir shouldn't be able to proc devourer (phantom hit) with W. I read somewhere that its supposed to function like a spell, proccing rilays and luden but not nashor or wits end. And before you says it doesn't, my friends plays jungle azir with it and I saw it work.
