Not loading in on Summoner's Rift

Whenever I play on Summoner's rift specifically, I don't load in and the game starts anyway. In the loading screen, everyone stays at 0% until I finally load in, as I said before, after the game has already started. This has happened almost every time I've went to play a game and it is getting increasingly annoying. I am able to run the game at max settings and with a steady ping (around 40ms) so I am almost positive it is not a hardware problem.
