Health bars repeatedly missing after full repair

I have completed a full repair 3 times now after my client misses health bars in-game, even after exiting the client and coming back. Each time, it goes away next game and within 10 games it's back.

(a) How does one fix this? Support just keeps telling me to initiate a full repair with little guidance for how to stop this from happening in the future. Next time I'm uninstalling and going back to Dota 2. (b) How does this bug persist for 3 years now?
