[GAMEPLAY] Gangplank free Powder Keg

Early in game (level 3) when you can have max 2 Powder Kegs, I had 1 Powder Keg and the cd was running to generate the second one. I placed a Powder Keg almost exactly when the second one was generated, which resulted in me still having 2 Powder Kegs.

So using a Powder Keg at the exact time that one is generated (might need to be the max number of Powder Kegs) can very rarely not consume a Powder Keg charge.
