Champ Select VERY slow

I don't really know why, but ever since i factory reset my pc the champ select is ridiculously laggy. i have been booted out of two lobbies in a row or not locking in and now have a 30 minute wait before i can queue up again, all because my rune page wouldn't close for me to lock in. anyone else have this issue or know how to fix it?...
