unable to play with friends on OCE league client since new patch 9.19

i and many others are unable to match make in league with friends, they either join and are invisible, multiple people have "leadership" of the party ( meaning on my screen i am the leader on theirs they are the leader), despite multiple restarts of client etc still not working.
