high ping but internet looks fine

i had this wierd lagg these couple of days were my ping would jump from 100 to 600 to 2000 ping i thought it was my network but everything else was working just fine.I tried to fix it but nothing work and i saw this league of legends page witch was about logs of games so i tested that and it suggested me that i have high packet loss witch i dont know what it is if someone can help me with that i would appreciate it!!
