No Champion Capsule After Leveling

I have experienced this once or twice before, but thought that perhaps it had to do with what level you were hitting. It happened again so went and checked. Low and behold, supposed to get a capsule each level. If I weren't a new player, I'd probably not care so much but considering I rely on those for future champions/blue essence, missing one could mean unlocking next champion or waiting longer to.
