avoiding remake punishment

played a game where a summoner named; [redacted], avoided remake punishment by teleporting after vote passed. the trio on flex forgot to trade their champions. everyone else was present in lanes. as soon as vote passed he teleported top and even joked about how everyone was there. i checked after the game but for everyone that was present all it said was that they got a defeat, but none got a remake punishment. PLEASE FIX!!! highly unfair as well. unless this is allowed which i doubt it is.
