Have the Honor ribbons been disabled?

I've been getting consistent honor from both my opponents as well as my teammates and my ribbon has yet to return. Originally it was Honorable opponent, then it went poof, then came back, then turned into Great Teamwork, then Great Leadership, back to Honorable Opponent before it finally went poof. If they're disabled then okay, if not then I have no clue as to what's going on.
