"pvp.net patcher kernel has stopped working" - Upon opening lol.launcher.exe

I have seen a LOT of threads about this and none of them ever got responded to and/or fixed. A lot of people say "Just run as admin" and for me thats not an option. Im on a school laptop and cannot run .exe's as admin, thats one of the reasons I love LoL, because you dont need admin. So dont tell me to try to run it as admin!

The issue: I click on "lol.launcher.exe" LoL logo appears in middle of screen for a split second then stops responding and says "pvp.net patcher kernel has stopped working" Then I have to click "Close Program"

I have tried deleting a bunch of files in my "RAD" folder since some people said that would work but its not. I REALLY dont want to have to reinstall since that normally never works.
