Gangplank ulting twice?!?!
League is a broken game
Somehow Gangplank ulted twice during our match and everyone saw this.

It's a known bug. When you purchase the "Raise Morale" upgrade to GP's ult the cooldown is refreshed. Riot doesn't typically take kindly to people abusing exploits like this, so I wouldn't recommend trying it in a live game.
